Current Responsibility

Jill is a consulting actuary with the Milwaukee office of Milliman. She joined the firm in 2014.


Jill's area of expertise is healthcare, with her primarily focus on government managed-care programs.

She has more than 18 years of health actuarial experience working for insurance companies. She most recently managed the government actuarial responsibilities for a provider sponsored HMO plan, which included Medicare Advantage, Medicaid, and Medicare Supplement products.

In a prior role, she led the rate development and filing in seventeen states for individual major medical and Medicare Supplement policies and was a member of the Wisconsin Health Insurance Risk Sharing Plan (HIRSP) actuarial subcommittee.

She also has a commercial HMO group pricing and provider capitation and risk arrangement background.

She currently serves on the Medicare Steering Committee for the American Academy of Actuaries.

Examples of Jill's expertise include:

  • Certifying Medicare Advantage Part C and D bids, leading three bid audits, and participating in financial audits.
  • Developing Medicare Advantage pricing models and reporting from CMS files.
  • Contributing to product design, strategy, and policy discussions, which included estimating financial impacts and considering risk implications.
  • Managing Wisconsin BadgerCare Plus profitability as a rate taker in the program.
  • Preparing annual budgets, quarterly re-forecasts, and monthly reserves and accruals.
  • Formulating capitation rates and provider risk sharing arrangements.
  • Evaluating service area expansion.
