Current Responsibility

Doug is a principal and consulting actuary with the Milwaukee office of Milliman. He joined the firm in 1994.


Doug's areas of expertise are in both managed and traditional healthcare programs. He has assisted clients with Medicare Part D, product development, provider reimbursement and risk sharing arrangements, experience analysis, rating and underwriting, liability estimation, and actuarial projections.

Doug has worked with large insurance carriers, employers, HMOs, PHOs, Blue Cross/Blue Shield plans, hospitals, and other managed care organizations. Recent projects Doug has completed include:

  • Assisting Medicare Part D Prescription Drug Plans with their annual bid development and strategy related to plan design, formularies, and rebates for all income status populations
  • Annually helping build competitive summaries of Medicare Advantage and Part D Plan landscapes and benefits to evaluate market position and strategy among carriers
  • Performing due diligence work for two large entities looking to merge operations
  • Assessing the feasibility of entering the Medicare Advantage program for a company with a large Medicare Supplement portfolio
  • Certifying commercial rate filings
  • Establishing budget, plan designs, and rating targets for a local insurance trust
  • Independently developing contractual rates for a large hospital system and Blues plan
  • Independently reviewing reserve liabilities for several entities (providers and plans)
  • Helping a large public employer design and finance its self-insured medical plan

Committees and contributions

  • University of Wisconsin, Madison CCLB (Co-Curricular Learning Board) representative for Milliman since 2010 allowing students to learn from and network with industry leaders
  • Milliman Medicare Part D research coordinator
  • Current chair of the Milliman Health Research Board after serving four years prior to that as a committee member
  • Prior member of the Milliman Marketing Committee for three years
