Current Responsibility

Jill is a principal in the Denver Health practice at Milliman. She joined the firm in 1992.


Jill has consulted on healthcare risk arrangements, pricing, and rate filings. She has advised health plans, providers, and employers. She has been a member of two Milliman task forces to study the impact of healthcare reform.

Recent work has been with new risk takers in the ACA era. Relevant experience includes support of new market entrants with the creation of long-term proforma projections, plan design, membership projections, complex ACA-compliant pricing and filing, and calculation of Risk-Based Capital (RBC).

Jill has brought an actuarial perspective to the field of pharmacoeconomics. This work involves collaborative research, including compliance analysis, dosing studies, predictive modeling, and the impact of benefit design. She brings together producers and users of this research, and speaks and writes on the subject.

Jill’s work in long-term care insurance includes pricing, product development, valuations, filings, and large group offerings. She co-authored the book True Group Long-Term Care, presenting methods for employers to offer long-term care coverage using insights from other true group benefits such as pension.

Previously, Jill worked on a research team at the University of Colorado at Boulder.
