Layton has been a consultant with the New York office of Milliman since 2002 and has cooperated with Milliman on workers' compensation and casualty software projects since 1991. Since joining Milliman, he has worked on a variety of consulting assignments in casualty-related projects, including software and systems design; data acquisition, analysis and management; client support; periodic reporting; and overall IT requirements. Layton develops and maintains the Milliman LCASE Reserve system in conjunction with the Milliman claims consultants for both internal valuation projects and for real-time system use directly by clients.

He has managed and deployed sophisticated IT solutions in a variety of industries, with a strong background in general accounting, cost accounting, and workers'-compensation-based claim valuations and workers' compensation experience modification factor rating applications.
