Current Responsibility

Kevin is a principal and consulting actuary with Milliman. He is the leader of the actuarial team for the Midwest Employee Benefits practice, with office locations in Chicago, Minneapolis, and Omaha. He joined the firm in 1991.

Kevin has more than 25 years of experience in the actuarial field, including extensive experience with issues relating to defined benefit plans under the requirements of ERISA and the Pension Protection Act of 2006 (PPA). His experience includes involvement in the review of actuarial valuations, assumption studies, asset-liability forecasts, benefit improvement studies, early retirement window programs, plan mergers, compliance with nondiscrimination regulations, and funding policy development. Kevin is actively involved with all aspects of servicing multiemployer plans, including the use of projection tools, issues on withdrawal liability matters, and consultation on withdrawal liability settlement proceedings. With regard to projection tools, Kevin presents projection models to multiemployer clients to evaluate issues on such items as the plan’s minimum contribution requirements, funding policy, unfunded vested liability, and the PPA.

Kevin’s experience also includes public plans and single employer plans. In the public sector, he is responsible for actuarial valuations for several police and fire funds. He has also worked directly with the Pension Benefit Guaranty Corporation on distress plan terminations. In addition, Kevin is familiar with issues related to the nondiscrimination requirements of the Internal Revenue Code, including, but not limited to, general testing experience.

Kevin has been a frequent presenter at Milliman’s annual Employee Benefits Consultant Forums on topics such as the review of:

  • PPA and other technical topics for multiemployer plans
  • Economic and non-economic assumptions
  • Asset valuation and funding methods
  • The universe of mortality tables
  • Withdrawal liability issues
