Our actuaries and advisers are leaders in their fields, who have diverse experience with some of the largest state and federal agencies. We work closely with our clients to ensure they have an overall picture of their current situation, the market, and potential courses of action. Milliman has successfully developed and maintained federal contract status under the General Services Administration (GSA), including the schedules Mission Oriented Business Integrated Services (MOBIS) and Financial and Business Solutions (FABS). Our work spans key service areas such as:

Healthcare Consulting

Milliman's wide-ranging actuarial services provide agencies with insight and direction to better handle the complexity of estimating financial risk. Our unmatched resources draw from sophisticated modeling, unique visual tools, and broad experience serving federal and state agencies to provide insight into driving factors in healthcare costs and to project future budgetary and staffing needs. Milliman offers unbiased information to health plan decision makers to transform their programs and services in response to the need for improvement of the health of populations they serve, the quality of the care they receive, and the cost of that care. Our consultants help reduce the stress and uncertainty of the decision-making process.

Services include actuarial and financial analysis, budget forecasting, risk management, utilization management, product development, simulation modeling, payment methodology development, evaluation of health policy as it affects Medicaid costs or capitation rate development, and organization and operations strategies. Milliman also has a comprehensive understanding of the Affordable Care Act, both its evolution and changing implications. We have invested millions of dollars in research and developed models and methodologies that have covered the vast changes to the system. Our models incorporate new funding requirements and help clients select from the many options now available.

Milliman professionals around the country are involved in developing the ideas that will become the next generation of innovations in healthcare management.

Policy analysis and compliance

We routinely provide agencies with analyses of the fiscal impact of proposed legislation, and are frequently called upon to testify before legislative committees and councils concerning the actuarial implications of proposed changes to benefit plans. We use a proactive approach with our research to support and facilitate the plan adjustments required in a constantly shifting regulatory environment. We help agencies successfully interpret, implement, and comply with laws by providing regulatory advice and counsel. Milliman maintains a Research Group that tracks and analyzes all legislation and regulations affecting retirement, health and welfare, and executive compensation programs. The group prepares comments on proposed regulations of the Department of Labor, the IRS, the Pension Benefit Guaranty Corporation, and other regulatory agencies. It maintains a comprehensive library with access to an array of current and historical documents pertaining to benefits and a comprehensive database containing news, source documents, and benefit-related data readily available to all our consultants.
