Current Responsibility

Raleigh Skaggs is an actuary in the Houston office of Milliman. He joined the firm in 2005.


Raleigh’s primary area of expertise is health insurance. He has advised insurance companies and HMOs on financial issues related to plan pricing, benefit design, budget projections, and claim reserve analysis for both Medicaid and commercial health plans. He has extensive experience pricing ACA-compliant plans offered on the Health Insurance Marketplace for individual coverage.

Raleigh also has experience advising clients with employer-sponsored, self-funded health plans and developing claim cost assumptions for valuations of retiree medical liabilities related to FAS 106 reporting requirements. His clients have included both private and public employee benefit plan sponsors, several with group sizes in excess of 250,000 lives.

Raleigh started his actuarial career in 1992 at a regional actuarial consulting firm. In 2001, he joined the corporate finance organization of a large private employer in the aerospace industry as their post-retirement benefits actuary. In 2004, he joined a national employee benefits consulting firm. Prior to becoming an actuary, Raleigh was an engineering project officer in the United States Air Force in San Bernardino, CA.
