Current Responsibility

Jeff is a healthcare analytics consultant with the Milwaukee office of Milliman. He joined the firm in 2016.

Experience

Jeff’s area of expertise is using healthcare data to support clinical and administrative decisions. He works with commercial and Medicaid health plans, state agencies and providers to effectively manage, organize, warehouse, and analyze health claims data.

Jeff implements healthcare data warehousing systems, including Milliman’s MedInsight data warehouse, and designs data analysis and performance measurement systems for clients. He has experience working with a variety of data sources, including health plan data, state MMIS data, managed care encounter data, Medicare MDS data, and Medicare cost reports. Jeff is a nurse by training and as such is able to integrate clinical experience with analytic insight.

Jeff joined Milliman with over 27 years of experience, most recently he was at Xerox State Healthcare for four years working with state Medicaid agencies. As director, he assisted state agencies with payment methodologies for inpatient and outpatient hospitals. Additionally, he performed analysis of preventable events, including readmissions and complications. For example, Jeff assisted a state with a multi-year study of preventable complications that were then used to adjust hospital payment, including pay for performance. He also developed a case mix adjusted payment methodology for specialized hospitals, including behavioral health, long-term acute care, and rehabilitation.

Speaking engagements

  • In 2015, Jeff presented at the Medicaid Enterprise Systems Conference (MESC) on the topic “Improving the Connection between Medicaid and Marketplace.”
  • In 2012, Jeff presented the Texas Medicaid Healthcare Partnership statewide analysis of Potentially Preventable Complications. This included provider training available to the more than 400 Texas-based inpatient hospitals.
