Current Responsibility

Alisa is a consulting actuary with the Milwaukee office of Milliman. She joined the firm in 2017.


Alisa has more than 20 years of actuarial experience, including experience as a consultant and as a corporate actuary in the Medicaid and Pharmacy Benefit Management sectors.

Alisa works with Medicaid managed care plans covering traditional Medicaid populations, as well as more complex populations that require long-term services and supports. Alisa has experience with the unique issues facing long- term care and developmentally disabled populations in Medicaid managed care, such as the treatment of member share of cost within capitation rates and the impact of activities of daily living on members’ health outcomes and cost of care.

As the lead actuary for Medicaid managed care health plans in multiple states, Alisa was responsible for monitoring rate adequacy and communicating rate-related issues to senior health plan leadership.

Alisa’s background in pharmacy benefit management includes analyzing the financial impact of a number of pharmacy-related initiatives and pricing mechanisms, including step therapy and rebates. Alisa also contributed actuarial support for the formation of a pharmacy stop-loss reinsurance product.

Alisa’s experience includes working with cross-functional teams to develop and negotiate risk-sharing provider payment structures. Alisa has also collaborated with health plan and state Medicaid agency leadership to address concerns related to member mix and selection within developmentally disabled populations and the impact on costs, including developing and presenting recommendations for alternative risk mitigation strategies.
