The UK's Department of Health sets forth intended arrangements for GP commissioning in its white paper "Liberating the NHS: Commissioning for Patients." In order to uphold one of their primary responsibilities—to break even on their commissioning budgets—clinical commissioning groups (CCGs) will need to manage and control their financial risk. To do this well, they will need accurate and credible data on patient needs and healthcare use.
