Experience
For Milliman clients, Debbie has successfully led and managed a wide range of healthcare technology projects. She provides a full range of information technology services, including strategic assessments, evaluation of system needs, requirements analysis and design, system implementation, and all aspects of project management. She is an expert in the use of healthcare information systems as well as the acquisition, storage, analysis, and auditing of insurance data. As an original co-developer of MedInsight®, Milliman’s own data warehouse tool, Debbie is involved in all aspects of data management, including data quality and referential integrity. Milliman projects managed by Debbie include:
- The assessment and development of systems and operations strategies to move South Korea’s largest insurer into the newly opened employer-sponsored life and health insurance markets. This required redesigning the insurer’s business processes, including retooling its proposed operations and computer systems, to accommodate the new business.
- The development of a multimillion-dollar custom rating system for a northeastern Blue Cross plan that integrated data from claims, enrollment, marketing, actuarial, and underwriting departments. The work involved developing consensus among key stakeholders to support improved workflow and corresponding data flow.
- Milliman’s participation in the Blue Cross Blue Shield Association Blue Health Intelligence (BHI) data warehouse project. Milliman’s role is to review and certify the validity and credibility of data on an ongoing basis, to provide guidance on the definition and mapping of key fields, and to resolve plan-specific data challenges.
- The Blue Cross Blue Shield feasibility project to develop the overall advisability and feasibility of proceeding with development of ICD-10 diagnosis and procedure code crosswalks, including strategy development and evaluation of the impact of crosswalk sets on claims pricing and claims adjudication.
- Claim audits for employers and health plans evaluating the accuracy and timeliness claims processing, as well as adherence to regulations and policy.
Debbie has extensive expertise in healthcare information systems and data warehouses. She is a current member and past instructor of the Data Warehousing Institute as well as the chairperson of its Healthcare Special Interest Group.
