Prior to joining Milliman, John served as an applications consultant in United HealthCare Corp.'s delivery systems management division; a senior auditor in the executive development program; and a senior actuarial analyst. John previously served as a technical analyst with PHP Benefit Systems.

John brings to Milliman expertise in technical analysis and database and applications development, as well as managed care medical cost management and actuarial analysis. For Milliman clients, John has successfully developed and implemented a wide range of healthcare technology custom software, including working with key stakeholders to define requirements and develop consensus. He provides a wide range of technology development services utilizing ASP.NET, VB6, VBA, SQL Server, Crystal Reports and SAS.

Recent Milliman projects on which John has participated include:

• Senior programmer/analyst for Milliman's participation in a multi-client data warehouse project. He is responsible for generating analytics from the data warehouse used by the Actuaries for data certification and also working with the Actuaries to compile and communicate results to the PMO and participating Plans.
• The design and development of the web-based underwriting system (WebMUGs), utilizing the popular Milliman Small Group and Individual Medical Underwriting Guidelines and based on the successful Windows-based version (also designed and developed by John).
• System testing of a multi-million dollar custom rating system for an insurance company and development of custom testing tools for use during testing.
• The implementation of a data warehouse and decision support system for a government mental health board. The project involved gathering requirements from end users, stakeholders, and management; prioritizing business needs; designing an affordable solution using a mix of existing staff and mid-range technologies; and successfully implementing the solution. The agency was so pleased with the result that they have been promoting similar solutions to other mental health boards in their state.
