Current responsibility
Bill is the consulting actuary for five public sector clients and one church plan. In addition, he has overall client management responsibility and reviews reports and actuarial work for Milliman’s largest client, the Pension Benefit Guarantee Corporation (PBGC) in Washington, DC.
Experience
Bill joined Milliman USA in 1996 and is a principal and consulting actuary of the firm. Bill has over 24 years of pension consulting experience.
Bill’s area of expertise is in the area of qualified and nonqualified retirement programs. His defined benefit experience includes preparing actuarial valuations for funding requirements and accounting costs under GASB 25; developing actuarial assumptions and periodically reviewing experience; studying the impact of alternative actuarial funding methods on plan costs; plan design and administration; benefit improvement analysis including the impact of collective bargaining proposals and counter proposals; development of plan documents and preparing employee benefit statements. He has advised public sector funds, corporations, multi-employer funds, and non-profit organizations on these issues.
