Current responsibility

Victor is a principal and consulting actuary in the Woodland Park, New Jersey, office of Milliman. He joined the firm in 2002.
 

Experience

Victor has more than 25 years of pension and employee benefits consulting experience. Prior to joining Milliman, he was the retirement practice leader for the New York office of USI Consulting Group.

Victor's areas of expertise include defined benefit plan funding issues, FAS 87 expense requirements, plan redesign, and nondiscrimination testing. He also has experience with defined contribution plans, nonqualified plans, and health and welfare plans. Victor’s clients have included not-for-profit organizations, public entities, Taft-Hartley funds, law firms, and corporations.
 

Presentations and publications

Victor has spoken at conferences including the Enrolled Actuaries Meeting, the American Society of Pension Actuaries, the Actuarial Society of New York, and the New York State Association School of Business Officials. He has authored Articles printed in various industry publications.
