Current responsibility

Steve is a consulting actuary in the Hartford office of Milliman. Steve leads the Hartford Health practice's Employee Benefits area and helps large employers manage their medical benefits. His clients also include health insurance companies and HMOs.
 

Experience

Steve has significant experience in the design, pricing, and underwriting of health and welfare benefits. Prior to joining Milliman, Steve worked at CIGNA HealthCare and The Travelers Managed Care and Employee Benefits Organization. While at CIGNA, he served as the business financial officer for the managed care book of business, which covered over six million members. In addition, Steve was CIGNA HealthCare's first product development actuary and provided the financial and actuarial support needed to develop a number of new and innovative healthcare products.

Steve gained his experience through a variety of assignments in pricing, product development, and underwriting roles. A substantial portion of Steve's time has been dedicated to helping large employers design affordable, comprehensive health benefits. Some of his recent work includes consumer-directed health plan design and analysis, development of resources to assist employees in making benefit decisions, and selection risk assessment and control for both employers and insurers.

  • Steve speaks regularly on healthcare benefit topics at SOA meetings and other national and regional conferences. He has written a number of articles that have been published in professional journals and periodicals, including the following:
