Current responsibility

Donna is a principal and consulting actuary in the New York office of Milliman. She joined the firm in 1984.
 

Experience

Donna has worked extensively with insurance companies, HMOs and other managed care entities, Blue Cross/Blue Shield Plans, and large employer groups. Her experience includes pricing managed care products, developing capitation rates, analyzing benefit utilization, evaluating claim liabilities, developing contribution rates for self-funded plans, and performing financial projections.

Donna has worked with several active benefit trusts and retiree benefit trusts in reviewing rate renewals, monitoring the performance of the trusts, and performing detailed actuarial projections.

Donna has created extensive actuarial models that help organizations understand the relationships between utilization, unit prices, and cost. She has also trained clients in using Milliman’s Health Cost Guidelines and Small Group Medical Underwriting Guidelines.

Affiliations

Donna is currently secretary/treasurer of the Society of Actuary’s Health Section Council. She has also been an active member on the following American Academy of Actuaries work groups: Disease Management, Health Practice International Task Force Netherlands Team (of the Health Care Reform Work Group), and the Health Care Reform Benefits Subgroup.

Publications

Donna co-authored the Milliman research report “Cost Trends for Chronic Condition Cohorts with Medicare Benefits,” May 2008.
