Current responsibility
Experience
Eduardo has worked in the insurance industry since 1986. Beginning in 1995, he started his specialization in health insurance, researching and creating managed care capabilities for an insurance company in Mexico. Through his leadership, this company was the first insurer to obtain National Commission of Insurance authorization to operate comprehensive health plans in Mexico.
Later, Eduardo was the general director of a subsidiary of ACTI, Inc. (BlueCross BlueShield of Arizona, BlueShield of California, and BlueCross BlueShield of Texas and Illinois). He helped design the entity's business plan and developed its work plan and financial projections, including the infrastructure required by a specialized health insurance institution. During his time as general director of this entity, which received the "BlueCross BlueShield de México" trademark, Eduardo was granted authorization by the National Commission of Insurance to operate a major medical insurance company.
Since he joined Milliman, he has advised companies related to the healthcare financing and delivery systems in Mexico, the United States, Chile, Panama, the Dominican Republic, and Peru regarding investments, joint ventures, feasibility studies, product design and pricing, and reserves sufficiency, among other projects.

- Eduardo has presented on health insurance, health systems, and managed care topics in Mexico, the United States, Chile, and Panama. He has presented in Germany and France at International Association of Actuaries Congresses.
