John’s area of expertise is health insurance and managed healthcare programs, working with all forms of managed-care entities and products. He has assisted clients with developing rating and underwriting guidelines and processes, provider reimbursement and risk-sharing issues, premium rate development, Medicare Advantage feasibility studies and bid development, Medicaid managed-care rate-setting, efficiency measures, and other actuarial projections. He has advised insurance company, HMO, hospital, physician, state government agency, and other managed care clients. He also is active in internal Milliman healthcare research efforts.

John has great interest in healthcare reform issues in the United States and around the world.

Examples of projects John has led include:

• Medicaid managed-care rate-setting for four state Medicaid agencies
• Review of rating and underwriting processes for two large national health insurers
• Premium rate development and rate filings for two provider-owned HMOs
• A feasibility study for the construction and funding of a tertiary-care hospital in Nigeria through a prepaid insurance product
• Projection of the needed bed capacity for inpatient mental health services for a state department of health
• Medicare Advantage and Medicare Part D feasibility and bid preparation of multiple organizations, including special needs plans
