Experience
Doug specializes in healthcare reform as it applies to commercial plans (including Exchange modeling), underwriting implementation, behavioral healthcare issues, and IBNR modeling.
His recent work includes strategic modeling for commerical plans as impacted by PPACA, TRICARE utilization and cost analyses, behavioral health integration, mental health/substance abuse value opportunity development, rate development and IBNR analysis for large insurers, disease intervention/management evaluation, coverage plan analysis for federal programs, long-term care coverage analyses, and TRICARE network coverage.
He has been using complexity science techniques and emergent phenomena as approaches to solving actuarial problems.
Doug has extensive experience in probability and optimization techniques, and has spoken at numerous universities on topics ranging from Markov analysis to probabilistic forecasting. Prior to joining Milliman, Doug was an Assistant Professor of Mathematics at Westminster College, and an Instructor in the Department of Mathematics at the University of Colorado at Boulder.
