Experience
Troy's experience covers a wide range of areas including health insurance, life insurance, and employee benefit plans. His clients include HMO's, provider organizations, employers, and insurance organizations.
Before joining Milliman, Troy served for three years as the Utah Insurance Department chief actuary. He served on the NAIC Life and Health Actuarial Task Force and its working groups. Troy was the Utah State Insurance Commissioner's designee on the Board of the Utah Comprehensive Health Insurance Pool. He also served on subcommittees of the Utah Health Data Committee and technical advisory groups of the Utah Health Policy Commission.
Affiliations
- Troy is chair of the Society of Actuaries Project Oversight Group on HEDIS 3.0 measures. He also served on the managed care symposium planning committee.
- He is a member of the American Academy of Actuaries Task Force on State Variations in Standard Valuation Law.
- He served on the National Association of Insurance Commissioners Life and Health Actuarial Task Force.
- Troy has also been a member of various SOA actuarial examination committees.
