Doug's areas of expertise are in both managed and traditional healthcare programs. He has assisted clients with product development, provider reimbursement and risk sharing arrangements, experience analysis, rating and underwriting, liability estimation, and actuarial projections. He frequently works with clients in the consumer-directed market.

Doug has worked with employers, HMOs, PHOs, Blue Cross/Blue Shield plans, hospitals, and other managed care organizations. Recent projects Doug has completed include:

• independently developing contractual rates for a large hospital system and Blues plan
• designing and pricing consumer-directed benefit designs
• establishing budget and rating targets for a small local HMO
• validating relative provider contracts for a hospital system and Blues plan
• publishing the Milliman Group Health Insurance Survey
• reviewing rating and underwriting practices for a large insurer and a local HMO
• implementing Milliman's Small Group Medical Underwriting Guidelines for a leading national carrier
• independently reviewing reserve liabilities for a Western Blues Plan to support an IRS audit
• helping a large public employer design and finance its self-insured medical plan
• assisting Medicare Part D Prescription Drug Plans with their annual bid development and strategy
