Stu’s experience covers a wide range of healthcare topics, with significant emphasis on managed care. He has assisted clients with operational reviews, developing and pricing new plan designs, and contract negotiations. He has extensive experience with health plan financing, pricing, underwriting, and reserving.

Stu has significant experience and expertise in:

• large group operational reviews
• small group pricing and underwriting
• The Medicare Advantage and Medicaid marketplaces
• employer group support, strategizing and helping with benefit design changes, and funding rate development

Stu has worked with numerous regulatory authorities, successfully developing cost buildups and numerous rate filings. He has functioned as on-site actuary for healthcare organizations. He has also assisted clients with global capitation analysis.

Before joining Milliman, Stu was chief actuary for a regional health plan in Cincinnati and was part of the senior management team that successfully guided the organization’s integration into a national carrier. Stu began his career with CIGNA, where he held a variety of positions, including several in the group health area. Ultimately, he was the pricing actuary for several major markets.
