Current responsibility
Jon is a principal and consulting actuary with the Denver office of Milliman. He leads the Health practice, which he started in 1992. Jon joined the firm in 1987.
Experience
Jon helps insurers and HMOs strategize and execute multibillion-dollar TRICARE bids (healthcare for military dependents and retirees). His clients have been awarded three recent managed-care contracts with strong healthcare cost evaluations. A careful and reasoned demonstration of the costs was key in these successes.
He has also worked in the long-term care insurance field for more than 20 years. Jon's work in this area includes pricing, product development, valuations of blocks of business, filing, and large group offerings. He recently co-authored the book True Group Long-Term Care. In this book, he emphasizes methods by which employers can offer long-term care coverage in an effective and efficient fashion, using principles similar to other true group benefits such as pensions.
His work includes consulting to healthcare plans on the use of lifestyle-based data to augment underwriting decisions and identify individuals for disease management and wellness initiatives. For pharmaceutical and medical-device manufacturers, Jon specializes in the use of HIPAA compliant identification of individuals with disease and medical conditions for clinical trial and marketing purposes. Lifestyle-based analytics plays an especially strong role in risk selection in small/medium group market, and will integrate well with other risk-selection approaches such as risk adjusters, Intelliscript and medical underwriting.
Jon has emphasized the Latin American healthcare market in his global consulting vision, and he is a managing principal of Milliman's practices in Latin America. He has spoken and written on the topic and has worked with health plans in the region. The Denver practice is also currently working on medical underwriting guidelines customized for global markets.
He has been an expert witness in a number of cases, including cases involving the actuarial soundness of Medicaid rates, the disposition of retiree medical liabilities in bankruptcy, and the marketability of CHAMPUS supplement policies.
Jon is a major contributor to Milliman's research efforts, including primary authorship of the Milliman Small Group and Individual Medical Underwriting Guidelines, as well as being a substantial contributor to the Long-Term Care Guidelines and Retiree Medical Cost Guidelines. He is chairman of Milliman's Care Guidelines Division.
