Merideth Randles

Merideth’s actuarial experience includes healthcare benefit pricing and cost projections, reserve analysis, and experience analysis. She is also a lead consultant in the annual research and analysis for Milliman’s Health Cost Guidelines, including the commercial age/gender adjustment factors and nationwide average utilization and cost rates for the annual Milliman HCG commercial Rating Structures volume.

Merideth has significant expertise in conducting specialized analyses and is proficient in analyzing, interpreting, and manipulating extensive experience data. Over the past 20 years, she has managed several actuarial analyses for the veteran population, including:

• Healthcare benchmarking
• Enrollment, utilization, and expenditure modeling for Capital Asset Realignment for Enhanced Services (CARES), Enrollment Level Decision Analysis (ELDA), annual Budget Forecasting, Commission on Care, and other objectives for the Department
• Mental Health Initiative Implementation and Assessment
• Specific regional analyses
• Development of VA reasonable charge schedules for third party recoveries
• Cost sharing analyses
• Special program analyses
• Long-term care projections
• Historical trend analyses
• Physician specialty analyses

Merideth assists VA/VHA on an ongoing basis with the development of the Enrollee Health Care Projection Model (EHCPM). This effort includes the formulation and estimation of policies and initiatives expected to impact VA/VHA’s budget and strategic planning, including mental health initiatives, long-term care, dental, prosthetics, special program, and community care policies.

She has co-authored several VA reports, presented topic specific training and developed detailed briefings and reporting tools for VA personnel regarding their actuarial model and its projections. She is skilled in communicating results to a variety of audiences and settings.

Merideth has worked closely with VA/VHA executives in several offices on orchestrating special studies to inform Congressional level decisions and policies. She has co-authored several VA reports and has presented specific training, briefings, and detailed reporting tools for VA personnel.

Merideth has briefed VA/VHA leadership and other government stakeholders including the Secretary, the Under Secretary & Deputy Under Secretary for Health, VHA Chief Financial Officer, Commission on Care, Office of Management and Budget, Government Accountability Office, Congressional Budget Office, Congressional Staffers related to Veterans Affairs Committees, and the Office of the President.
