Current Responsibility

Matt Larrabee is a principal and consulting actuary in Milliman’s Portland, Oregon office. He worked for the firm from 1998 to 2001 and rejoined in 2012 after having served as the Portland retirement practice leader of a major national competitor for six years.


Matt has more than 20 years of actuarial consulting experience. His expertise is in pension and retiree medical programs sponsored by governmental and corporate entities. He has consulted with a variety of plan types and sponsors, and is currently the lead actuary for two the country’s largest 20 pension plans (Florida Retirement System, Oregon Public Employees Retirement System).

He assists clients with a variety of matters, including actuarial valuations, financial reporting, contribution strategy, stakeholder communications, plan design, experience studies, legislative impact assessments, and economic scenario analysis. Matt’s projects have included:

  • Stochastic analysis of funding strategy alternatives for public sector systems
  • Extensive plan design, funding policy, and legislative cost analysis for large public sector systems
  • Stochastic assessment of long-term property tax levy adequacy for a large pay-as-you-go public system


Matt has been quoted numerous times by the media on public pension issues. He is an experienced public speaker, including having the honor of speaking at the annual conferences of the National Association of State Retirement Administrators (NASRA), the National Council on Teacher Retirement (NCTR), and the Association of Public Pension Fund Auditors (APPFA). He also conducted webinars for the National Institute on Retirement Security (NIRS). Matt has also made numerous executive- and board-level presentations for his corporate clients, in addition to speaking at education conferences for financial reporting professionals.


Matt is the co-author (with Jennifer Brown of the National Instituite on Retirement Security) of the 2017 research study Decisions, Decisions – Retirement Plan Choices for Public Employees and Employers. He also wrote a Milliman PERiScope article summarizing the effects of changes to pension plan financial reporting requirements on governmental entities.
