Experience

Victoria has more than 10 years of experience, particularly as it relates to health insurance and managed care consulting. Her areas of expertise include benefits pricing, valuation work, financial projections, and insurance rate filings under the Affordable Care Act. She has also assisted her clients with utilization benchmarking analyses, financial feasibility studies, developed rating manuals, and assisted with alternative payment models for providers.

More recently, Victoria has been assisting her clients with the implementation of various components of the Affordable Care Act, particularly as it relates to strategic consulting, product design, assessment of risk adjustment, reinsurance, and risk corridor programs, as well as federal and state filing of premium rates.

Prior to joining Milliman, Victoria worked for large health insurers, where she performed rate and reserve calculations, rate filings, and financial projections, developed product pricing models, analyzed provider fee schedules, and assisted with Medicare Advantage bids. She has worked with both large and small regional carriers.

Victoria also has extensive experience in analysis of healthcare claims data and trends.
