Shelly S. Brandel
Shelly Brandel is a principal and consulting actuary with the Milwaukee office of Milliman. She joined the firm in 2008.
Experience
Shelly’s expertise is in both managed and traditional healthcare programs, with more than 20 years of experience in these areas. She has assisted various entities, including health plans, employers, insurance companies, and Medicare / Medicaid programs. She has helped clients with product development and pricing, experience analysis, valuation of reserves, and financial reporting.
Shelly also spent three years working in the analytics division for a healthcare data analysis and care management vendor, which warehoused more than 40 different payors’ medical, prescription drug, and biometric datasets.
Shelly’s recent projects include:
- Assisting a national Medicare Part D carrier with their annual bid development and strategy
- Assisting an HMO with their individual and small group commercial Affordable Care Act (ACA) rate filing
- Developing Medicaid mental health and non-emergency transportation capitation rate targets for state Medicaid programs
- Projecting aggregate Medicaid managed care financial results for health plan associations in several states
- Reviewing the Medicaid payment rate development for states pursuing Financial Alignment Demonstration programs on behalf of the Centers for Medicare and Medicaid Services (CMS)
- Reviewing Medicaid capitation rate development for health plan associations in several states
