Waleed Cheema
Waleed Cheema is a qualified actuary based in Milliman’s Dubai office. He has over 10 years of experience in pensions and insurance consulting. He leads Milliman’s public pension and IAS 19 valuation projects across the GCC, where he is responsible for delivering annual actuarial reports that meet regulatory, legal, and international accounting requirements.
Experience
Waleed has worked extensively on large-scale pension and employee benefits projects across the GCC, supporting governments, public entities, and corporates in addressing funding, reform, and compliance challenges. His key experience includes:
- Conducted funding valuations for public pension plans, including GOSI (KSA) and Abu Dhabi Pension Fund
- Led GOSI benefit reform projects, from parameter changes to full scheme overhaul
- Contributed to studies on employee mobility and benefit transfers in KSA and UAE
- Performed accounting valuations under IAS 19/26, US GAAP, and IPSAS 39
In addition to his pensions work, Waleed has extensive experience in property and casualty insurance across the GCC, where he has supported insurers and reinsurers on a wide range of actuarial and regulatory assignments. His key experience includes:
- Leading reserving and pricing projects across diverse portfolios, including stochastic reserving to assess uncertainty and inform capital requirements
- Developing technical provisions, capital models, and solvency projections, while also supporting insurers in preparing business plans aligned with regulatory expectations
- Fellow of the Casualty Actuarial Society (CAS)
