
Matt Larrabee
Currently the lead actuary for public pension systems with 1.7 million participants and $300 billion in assets, Matt Larrabee is a Principal and Consulting Actuary in Milliman’s Portland, Oregon office. He worked for Milliman from 1998 to 2001 and rejoined in 2012 after having served as Portland retirement practice leader of a national competitor for six years.

Matt has 30 years of actuarial consulting experience. His specialty is large, complex public pension systems. Projects and experience include:

Matt helped design the curriculum and is an instructor for the Public Pension Trustee Institute course sponsored by the International Foundation of Employee Benefit Plans (IFEBP).
Matt was a contributing author to Actuarial Funding Policies and Practices for Public Pension Plans (2nd edition), also known as the CCA pension funding white paper, issued in 2024 by the Conference of Consulting Actuaries (CCA).
Matt has spoken at the annual national conferences of the National Association of State Retirement Administrators (NASRA), the National Council on Teacher Retirement (NCTR), the Association of Public Pension Fund Auditors (APPFA), and the Institutional Society of Risk Professionals (ISRP). He has also conducted webinars for the National Institute on Retirement Security (NIRS) and has made presentations to regional GFOA conferences.
Matt is the co-author (with Jennifer Brown, J.D.) of the 2017 NIRS research study Decisions, Decisions: An Update on Retirement Plan Choices for Public Employees and Employers.
