Mary Pat Stemnock specializes in providing policy solutions to a variety of government healthcare clients. She is well versed in the legal and regulatory frameworks of the Medicaid and Medicare programs and translates complex language into actionable guidance. Mary Pat has experience in compiling and reviewing successful 1115 waivers and is familiar with all state plan amendment and waiver options available to states.
Mary Pat is a resource to clients looking for in-depth research and analysis on a wide range of Medicaid and Medicare issues. She has assisted in designing programs for dual-eligible beneficiaries, analyzed mandatory and optional Medicaid benefits, written reports on federal programs such as Medicare Savings Programs, drafted Medicaid contract language, and advised on strategies to integrate primary and behavioral healthcare, among other tasks.
Prior to joining Milliman, Mary Pat worked as the sole legal and health policy intern for a consulting company, where she was trained and mentored by a senior manager. Before entering the workforce, Mary Pat completed her J.D. degree at Indiana University Maurer School of Law. She was a member of the school’s law review and a finalist in the annual moot court competition.
