
Bill D. Winningham
Bill Winningham is a Principal and Consulting Actuary with the St. Louis office of Milliman. He joined the firm in 1997.
Experience
Bill's area of expertise is defined benefit actuarial work, including both pension and other postretirement benefits. He manages the production of the actuarial calculations for valuations, cost studies, liability projections, experience studies, and actuarial audits. His clients include corporate, public, and multiemployer plans. He has served on several advisory committees at Milliman, including Milliman's GASB 67/68 and GASB 74/75 task forces.Bill currently serves as the Consulting Actuary for several Missouri governmental pension and OPEB plans, including the Metropolitan St. Louis Sewer District (MSD), Bi-State Development (Metro), Prosecuting Attorneys’ and Circuit Attorneys’ Retirement System (PACARS), the Missouri Department of Conservation, the St. Louis County Library District, the City of St. Charles, the City of Arnold, and the City of Ladue.Bill recently completed an actuarial audit of the University Missouri System Retirement Plan.Bill is also a long-time supporter of the Missouri Association of Public Employee Retirement Systems.
