Kris has nearly 15 years of providing analytical and consulting services for the Department of Veterans Affairs (VA) in the following key support areas, including:

• Developing the Enrollee Health Care Projection Model (EHCPM). This actuarial model provides the Veteran Heath Administration (VHA) enrollment projections, as well as health care utilization, relative value units (RVUs), and expenditure projections by service category that are used to develop the annual VA budget.
• Developing Strategic, Capital, and Workforce Planning projections that support VHA efforts to fulfill the resource requirements needed to meet future demand for VHA healthcare.
• Evaluating the impact of potential and enacted legislation on the Veteran and VHA enrollee populations and providing expenditure estimates to be used by VA for regulatory impact analysis and budget development purposes.
• Supporting VA leadership and stakeholders, including the Office of Management and Budget (OMB), the Congressional Budget Office (CBO), Veteran Service Organizations (VSOs), the House and Senate Appropriations Committees (HAC/SAC), and the House and Senate Veterans Affairs Committees (HVAC/SVAC).

ESRD & Dialysis Consulting, Research, and Tools

Kris has over a decade of experience consulting with commercial and government clients on the ESRD population and Medicare payment rules for dialysis services, as well as developing firm-wide tools on these topics.

• Developing and managing several research components related to dialysis and ESRD that contribute to the following Milliman software:
  • Global RVUs used by the Hospital Evaluation & Compensation System (HECS) and the associated RBRVS for Hospitals software
  • Medicare allowed payments used by the Medicare Repricer software
• Leading design and development of the ESRD PPS pricer logic used by Milliman Medicare Reference Pricer, which offers highly detailed pricing of dialysis treatment claims under Medicare ESRD PPS payment rules.
