Ann Conmy has the following responsibilities:
- Provides deep subject matter expertise in Dual Eligible policies to State Medicaid Agencies and Medicare Advantage Organizations (MAO) to advance programs for individuals dually eligible for Medicare and Medicaid
- Guides the design and implementation of Dual Eligible Special Needs Plans (D-SNP) to improve care coordination for individuals dually eligible for Medicare and Medicaid
- Conducts reviews of State Medicaid Agency Contracts (SMAC) and identify opportunities to strategically advance program integration
- Leads development of research and analysis for Dual Eligible policies, including reports and presentations
- Communicates complex state and federal policies into actionable solutions

- Lead technical assistance t on dual-eligible policy for multiple states plans, including guiding states through transition from the Financial Alignment Initiative to D-SNPs and from less integrated to highly and/or fully integrated D-SNPs
- Evaluate and provide subject matter expertise on draft policy and contract language to ensure alignment with applicable state and federal regulation to advance integration in dual eligible plan options
- Present interpretation of complex regulation, policy, and statute in comprehensive written and oral format for a variety of audiences
- Lead the strategic planning and execution of MMCO research priorities
- Monitor and analyze health plan performance, quality metrics, research, and evaluations to identify potential issues and troubleshoot with plans, states, and other stakeholders
- Facilitate and lead cross-agency discussions to continue collaboration on statutorily required evaluations of the Financial Alignment Initiative (FAI)

- Wrote and presented on policy analysis, federal and state legislation, and synthesized research findings to Senior Department Leadership
- Calculated the Federal Medical Assistance Percentage (FMAP) and analyzed applicable legislation to incorporate into annual federal register notices and communicated key takeaways to senior leadership through written memorandums
- Coordinated and led annual development of Medicaid and CHIP Legislative Budget packages
State Health Access Data Assistance Center (SHADAC), University of Minnesota, School of Public Health Graduate Research Assistant Led a joint partnership with SHADAC faculty, research fellows, external partners and clients on multiple projects by providing background research, literature reviews, data management, copy editing, and policy analysis, including topics such as MAGI and non-MAGI Medicaid Enrollment, Eligibility and Renewal Study, State Innovation Models, and Sections 1115 and 1332 State Waivers.
