State policy options to reduce ACA individual marketplace premiums
In this whitepaper and accompanying report, we evaluate several options available to state policymakers to reduce the cost of coverage in individual marketplaces. Each policy type under consideration would reduce the cost of coverage, primarily for consumers ineligible for federal subsidies, and encourage issuer participation in state marketplaces through the targeted injection of state funds and as applicable the redirection of federal funds.
